Lt Col Fox is the NER Deputy Chief of Staff, Communications and Government Relations Advisor. He has been a member of Civil Air Patrol for nearly 30 years serving as a Chaplain for 20 years, and Commander of the NJ Legislative Squadron for 8 years. He has been awarded 3 Exceptional Service awards, 5 Commander’s Commendation awards, the Gill Robb Wilson Award #1978 and numerous other awards. He has qualified as a Balloon Pilot, Mission Pilot, Observer, Scanner, Chaplain, and Communicator.

He is the founder and Managing Director of Cyber Density, LLC, and an Adjunct Professor at the New Jersey Institute of Technology, School of Management. He is a former Merrill Lynch Investment Banker and Vice President of AT&T where he worked to create telephone and Internet joint ventures with the cable-TV industry.

Lt Col Fox is an honors graduate of the Wharton School of the University of Pennsylvania with BBA and MBA Degrees and a licensed attorney in NJ, PA and DC with a Juris Doctor degree from Rutgers.

Lt Col Hewett joined the Binghamton Composite Squadron (NY-189) in October 2000 as an assistant to the Administration & Personnel Officer. She joined to give her "something to do" after the long drive to her son's cadet meeting. In 2002 NY-189 relocated to Oneonta, NY with Lt Col Hewett as the squadron commander, a position she filled for five and one-half years.

Lt Col Hewett is Assistant to the Northeast Region DCS for Operations. As the assistant to DCS for Operations, Hewett is responsible for verifying mission and sortie information for air craft fuel invoices, matching reimbursable flight logs to payments, and making sure all e108s for NER missions are created. She also serves as the New York Wing Cadet Programs Drug Demand Reduction (DDR) Officer As Wing Cadet Programs DDR Officer, she provides leadership to DDR Officers in various NY Wing groups, squadrons, and flights. Additionally, she serves as an assistant to the New York Wing Director of Cadet Programs.

During her thirteen years in Civil Air Patrol Judy has earned numerous awards including the Chuck Yeager, Davis, Loening, and Garber Awards, a Command Service Ribbon, Red Service Ribbon with 10-year clasp, several Commander Commendation Awards (Wing and Region), and a Find ribbon. Lt Col Hewett was awarded the NY Wing Cadet Programs Office of the Year for 2009. She has served as a Squadron Commander, Administration, Personnel, Professional Development, Supply, and Testing Officer. Lt Col Hewett is also active with the Emergency Services mission of CAP functioning as a Finance Admin Section Chief at Wing SAREXs and Administration Officer at the annual National Emergency Services Academy.

Judy and her husband, Jim, reside in central New York State and have three children, two of whom are former CAP cadets. Lt Col Hewett first retired from administration work in 1987, and returned to work in 2009 as a Substitute Classroom Aide.

Col Everett Hume

Colonel Everett Hume joined Civil Air Patrol in October 1972 as a Cadet in the Massachusetts Wing. He earned his way through the cadet training program receiving the Earhart Award in 1975. He had a brief service interruption in service, when he became an officer in the United States Merchant Marine.

He returned to CAP and joined the Westover Cadet Squadron. After a brief period, he assumed command of the Squadron and served as its’ commander until 1988. During this period, he served ADY on Northeast Region Staff as the Assistant Director of Safety.

The Westover Cadet Squadron became the Westover Composite Squadron during his command. He was a participant in many additional activities, including combined recruitment with the USAF Recruiting Service to which he received a Certificate of Appreciation from the Unit Commander. He was also involved in the initial certification by US Customs and the DEA for the Counter Drug Program.

Colonel Hume has filled many positions during his time with CAP and include:

Group Safety Officer, Group Deputy Commander, Acting Group Commander, Group Vice Commander, Wing Chief of Staff, Wing Vice Commander, Wing Commander and Region Vice Commander. He serves on the national Finance committee and is a Senior Safety advisor on the National Safety Team. He is a past member of the National Uniform Committee. He holds Master ratings in Logistics, Safety, Emergency Services, Cadet Programs, Command and Finance.

Everett is active in the CAP ES Mission and is currently qualified as a Master Mission Observer, Incident Commander, Ground Team Member, UDF Team Member, Mission Safety Officer, Mission Staff Assistant, and Counter Drug Mission Qualified. He has received numerous awards which include Distinguished Service Award, Exceptional Service Award (with clasp), Meritorious Service Award (with 2 clasps), Commander’s Commendation (Wing, Region and National) Achievement Award. His Professional Development Awards include the Gill Robb Wilson, Paul Garber Award with Silver Star, Grover Loerning Award, General Benjamin O. Davis Leadership Award, and Chuck Yeager Award.

Colonel Hume graduated from the Massachusetts Maritime Academy in April 1978, with a Bachelor of Science Degree in Marine Engineering. He is a Staff Vice President with FM Global Engineering and Research in Johnston, RI.

He is married to his wife Barbara, and has three children, Brett, Kyle and Courtney and granddaughters Rylee, Willow and Kinsley and resides in Belchertown, MA.

Lt Col Knightly, a former Mitchell Cadet, rejoined CAP in September 2000 when his son saw a recruiting booth at an Air Show in Bangor and expressed interest in CAP. Having been a previous radio operator and having some technical experience in Communications, he work with and then became the Communications Officer for the Bangor-Brewer Composite Squadron. He also trained as and became qualified as an Air Operations Director, Communications Unit Leader, Mission and CD Observer and Scanner.

From that position, he was asked to assist with the SUI Inspections by the Wing IG as well as coming to the Wing Staff as a programmer and trainer in Communications. Following the retirement of the Inspector General, he was asked to take on that position. He then attended both the Inspector General College and Senior Level IG course, as well as holding and instructing a Basic Level IG Course for Maine Wing personnel.

Lt. Col. Knightly holds a Master Rating in both IG and Logistics, a Senior Rating in Communications and a Technician Rating in Cadet Programs. Lt. Col. Knightly has achieved the Gill Rob Wilson Award (Level V) and attended the 2009 National Staff College. He resides with his wife of 23 years, Colonel Knightly in LaGrange Maine on their 80 acre farm. He is employed as a State Police Dispatcher in Orono, Maine.
